Baird, County Administrator <br /> DEPARTMENT HEAD CONCURRENCE <br /> T'HRU: <br /> Stan Boling, AICP <br /> Community Development Director <br /> FROM: Sasan Rohani, AICP <4 ' <br /> Chief, Long-Range Planning <br /> DATE: February 26, 2014 <br /> SUBJECT: Consideration of an Ordinance to Temporarily Extend the Suspension of 'Three <br /> Impact Fees for One Year or Until the Current Impact Fee Review is Completed <br /> and a New Impact Fee Schedule is Approved and Becomes Effective, Whichever. <br /> Occurs First <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of March 11, 2014. <br /> DESCRIPTION AND CONDITIONS <br /> On March 3, 2009,the Board of County Commissioners considered several alternatives to reduce impact fees <br /> for the purpose of stimulating economic development in the County. After discussion,the Board decided to <br /> suspend collection of five of the County's nine impact fees for six months. <br /> The five suspended impact fees were: the Emergency Services Facilities Impact Fee, the Correctional <br /> Facilities Impact Fee, the Public Buildings Impact Fee,the Law Enforcement Impact Fee,and the Solid Waste <br /> Facilities Impact Fee. As approved, the impact fee suspension ordinance applied only to impact fees <br /> associated with a building permit, and it required that a certificate of occupancy be obtained within eighteen <br /> months of building permit issuance. Otherwise, the fee amount attributable to the five suspended fee <br /> categories became payable. <br /> Subsequently the Board extended the impact fee suspension several times. In 2011, however, the Board <br /> voted to suspend only three impact fees (correctional facilities, public buildings, and solid waste <br /> facilities). Those impact fees were suspended from April 1, 2011 until March 31, 2012.
