Although it is unclear whether the temporary impact fee suspension has stimulated <br /> construction activity since it has been in effect, there are valid reasons to extend the suspension. One reason <br /> is that the three impact fees suspension does not cost the county a significant amount in unrealized impact <br /> fees. Another reason is that the temporary suspension enhances the county's "open for business" image. The <br /> third reason is that the updated impact fee schedule will be in place in several months and extending the <br /> suspension until that tune will avoid a short-temp change(increase) in impact fee rates that would run contrary to <br /> fee reduction alternatives currently being considered. For those reasons,the Board should extend the impact fee <br /> suspension period until the updated impact fee schedule becomes effective. <br /> Attached to this staff report is the proposed ordinance (see attachment 42). If adopted, the ordinance <br /> will extend the suspension of the three currently suspended impact fees for one year until March 31, <br /> 2015, or until the current impact fee review is completed and a new impact fee schedule is approved <br /> and becomes effective, whichever comes first. <br /> According to the County's impact fee interlocal agreements with each of the County's five <br /> municipalities, the County must give the municipalities at least thirty days notice prior to making any <br /> amendment to the impact fee ordinance. Said notice was provided to the municipalities by email. <br /> ALTERNATIVES <br /> With respect to the suspended impact fees, the Board has the following options: <br /> 1. To extend the suspension of the three impact fees <br /> 2. To not extend the suspension of the three impact fees <br /> Staff supports Option 1. <br /> 3 <br /> 96 <br />
