1 9 A <br />3-1'-I <br />-=BA(k {,') <br />WHEREAS, the purpose of Martin County's comprehensive planning <br />resources and maintain, through orderly growth and development, the character, s b litytand quality of life for <br />present and future Martin County residents; and manmadenatural and <br />WHEREAS, efforts to subvert local control of land use matters are counterproductive to the principals of home <br />rule enshrined in Article VIII, Section 1(f) and 1(g) of the Florida Constitution (1968), and in Section 125.01 <br />Florida Statutes; and <br />WHEREAS, the revisions to the Community Planning Act of 2011 were intended to strengthen the local <br />government's ability to address its local issues through its Comprehensive Plan; and <br />WHEREAS, the Martin County Comprehensive Plan has been recognized <br />environmental protection, contains growth within urban service districts, promotes as a planfthat provides strict <br />promotes a human scale of development,immeasurable <br />_ fiscal conservancy and <br />has been cited as a model for other areas of the State and the countrbenefit <br />th t want to retain itsur � community's <br />of life; <br />life, and <br />quality ,and <br />WHEREAS, HB 703 would undermine home rule, the Community Planning Act and Martin County's ability to <br />retain its unique comprehensive plan and environmental regulations. <br />NOW THEREFORE BE IT RESOLVED THAT, the Martin County Board of County Commissioners opposes <br />HB 703- Relating to Environmental Regulation and calls on the Florida Legislature to protect home rule, to <br />reaffirm its support of community planning and the Martin County Comprehensive Growth Management Plan. <br />Duly adopted this llth day of February, 2014. <br />ATTEST: BOARD OF COUNTY COMMISSIONERS <br />MARTIN COUNTY, FLORIDA <br />CAROLYN TIIVIMANN, CLERK OF THE <br />CIRCUIT COURT AND COMPTROLLER <br />SARAH HEARD, CHAIR <br />APPROVED AS TO FORM AND <br />CORRECTNESS: <br />MICHAEL D.
