Nixon, P.E., Roadway Production Manager /0/0 <br />SUBJECT: Florida Inland Navigation District FY 2014 Waterways Assistance Program <br />Authorizing Resolution for the Oslo Boat Ramp Improvements <br />DATE: February 21, 2014 <br />DESCRIPTION AND CONDITIONS <br />The Oslo Boat Ramp is located at the east terminus of Oslo Road in south Indian River County. <br />Historically since the 1900's, boaters have used the site to launch their boats, although no areas <br />were formally designated for parking. Boat owners have simply parked their vehicles/boat trailers <br />along the unpaved portion of Oslo Road. Through the years the channel adjacent to the boat ramp <br />has filled in with sediment from stormwater runoff which flows east from the unpaved Oslo Road. <br />In 2009 the Oslo Boat Ramp was reconstructed and a new concrete boat ramp was installed. To <br />facilitate the new boat ramp, staff proposed a new project which will include paved boat trailer <br />and vehicular parking, dredging of the channel directly adjacent to the boat ramp, additional dock <br />space, additional channel markers and the paving of the dirt portion of Oslo Road serving as the <br />entrance road to the boat ramp facility. <br />Indian River County is applying for a Florida Inland Navigation District (FIND) FY 2014 Waterways <br />Assistance Program matching grant for the Oslo Boat Ramp improvements. The total cost of this <br />project is estimated to be $1,040,000.00. The FIND funding request is $490,000.00, which is <br />approximately 47.1% of the total cost. Matching funds will come from Indian River County in the <br />amount of $550,000.00. <br />FUNDING <br />The Florida Inland Navigation District funds proposed to be appropriated for this project are <br />$490,000.00. <br />Matching funding for the project is budgeted in Recreation Impact Fees, Account Number <br />10321072-066510-03017 ($275,000.00) Oslo Road Boat Ramp and from the Florida Boating <br />Improvement Fund, Account Number 13321072-066510-03017 ($200,000.00) Oslo Road Boat <br />Ramp.
