Policy Manual <br />I.�. . . . . . . . . . . . . . .. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . <br />Attached is the Administrative Policy Manual unit "HIRING" which <br />will appear in the Personnel Section of the manual. <br />This policy has been reviewed by your staff, the Administrative <br />Assistant to the Board of County Commissioners and the County <br />Attorney. Their suggestions have been incorporated. <br />The "Date Effective" at the top of each page reflects the date <br />of approval by the Board of County Commissioners. <br />Please recommend Board approval of this policy. <br />Commissioner Scurlock had only one question, and that <br />related to the statement that "Nepotism will not be practiced or <br />tolerated in employment decisions." He assumed the definition of <br />"nepotism" is the same as that in the Florida statutes. <br />Administrator Chandler confirmed that it is in conformance <br />with state law, and Attorney Vitunac explained that you cannot <br />hire a relative to work under your direct control. <br />Commissioner Scurlock noted that, in other words, a Commis- <br />sioner's child could work for the Constitutional Officers. <br />In further discussion it was noted that a department head <br />can hire a relative of some other department head, but not his <br />own relative, and Personnel Director Jack Price advised that the <br />key word is "advocacy." There is no admonition relative to us <br />hiring the relative of a high ranking official; the statutes <br />restrict the official from playing an active role in pursuing a <br />favor for that relative. Nepotism as it relates to us involves <br />action by the high ranking official, and absent that action, <br />there is no nepotism. <br />Commissioner Scurlock next expressed the hope that we are <br />not necessarily establishing $2,000 as the amount for relocation <br />60 <br />
