M <br />AND STAFFED CAPITAL PROJE G <br />BY: DEPARTMENT OF TY SERVICES <br />SUBJECT: PROPERTY PURCHASE FOR THE PROPOSED NORTH COUNTY <br />WATER PLANT <br />BACKGROUND <br />On January 3, 1990, the Board of County -Commissioners approved an <br />agenda item allowing the Utilities Department to investigate <br />suitable locations for the North County Water Treatment Plant. This <br />was necessitated by the inability to locate the plant per our master <br />plan on park property. <br />ANALYSIS <br />After consideration of the pertinent factors governing the location <br />of the plant, such as: <br />1) Proximity of a discharge point for the brine waste line <br />2) Size of property, in close proximity to Hobart Park so <br />that public lands could be utilized for the well field <br />3) Accessibility of the site to the proposed service area <br />4) Ability to buffer the site from any surrounding residential <br />property <br />5) Property cost - either impact fees will be used for the <br />purchase, or we will sell existing property owned by the <br />Utilities Department to finance the purchase <br />we wish to pursue the purchase of a 10 -acre site (approximate size) <br />on the northwest corner of King's Highway and Hobart Road. The <br />staff of the Utilities Department feels this site best suits our <br />needs. (See attached exhibit.) <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the following two actions: <br />1) Have an appraisal done on the subject property. <br />2) Proceed with negotiations to purchase this property. <br />77 <br />BOOK <br />
