Coler, Secretary <br />Dept. of Health and Rehabilitative <br />Services <br />1317 Winewood Blvd. <br />Tallahassee, Florida 32399 <br />Dear Mr. Coler: <br />Suncom Telephone: 224-1011 <br />House Bill 2981 amending S409.267,FS has been brought to the <br />attention of the Board 'of County Commissioners of Indian River <br />County. <br />With respect to County contributions to the medical assistance <br />program, the bill: <br />1. Provides a procedure for adjustment by the Department <br />of Health. and Rehabilitative Services of disputed <br />balances; <br />2. Authorizes the department to assess interest at a rate <br />of 1 percent per month on balances more than 30 days <br />overdue; <br />3. Provides procedures and time frames for payment of such <br />interest by the County. <br />The affected dollar amount on Indian River County would have been <br />$47,601.43 from October 1, 1989 through February 28, 1990. As <br />the Statute is now: HRS is responsible for certification for <br />medicaid and sending the monthly bill. The County is responsible <br />for the verification of accuracy of residential status and <br />payment of the County share of billing within 30 days. This <br />provides a very good check and balance system. <br />With this amendment, the County would no longer have the <br />responsibility to verify residency. Payment will be made in <br />full. Request•for adjustment will be made to HRS, and they will <br />decide if their errors should be corrected. If they agree, the <br />County will be credited the next month for the overpayment. <br />Based on current figures, our average monthly overpayments would <br />be approximately $9500.00. <br />The Board of County Commissioners protests this change and wishes <br />to continue with the current Statute. To add to our frustration, <br />we have just heard that the April HRS billing for the whole <br />State of Florida is incorrect and must be redone. This lowers <br />our confidence in this system suggested by the amendment all the <br />more.
