Baird, County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />c <br />Stan Boling, AICP <br />Community Develop t Director <br />FROM: Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />DATE: April 2, 2014 <br />SUBJECT: Consideration of an Ordinance to Amend County Code Chapter 308, Indian River <br />County Housing Assistance Program <br />It is requested that the data herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of April 15, 2014. <br />BACKGROUND <br />Pursuant to the requirements of Section 420.907, F.S., and Rule 67-37.005, Florida <br />Administrative Code (FAC), the Board of County Commissioners approved the County's first <br />Local Housing Assistance Plan (Ordinance #93-13) on April 6, 1993. Subsequently, the Florida <br />Housing Finance Agency approved the county's plan and authorized the disbursement of State <br />Housing Initiatives Partnership (SHIP) Program funds. The County's Local Housing Assistance <br />Program was then codified as Chapter 308 of the County Code. The portion of Chapter 308 <br />related to the SHIP program has not been updated since it was adopted in 1993. <br />Planning staff, in coordination with the County Attorney, has identified three types of changes <br />that need to be made to Chapter 308. On March 11, 2014, the Board authorized staff to initiate <br />the process to formally amend certain sections of Chapter 308 identified by staff as needing <br />changes. Staff has drafted an ordinance amending those sections of Chapter 308 and has <br />advertised for the adoption public hearing. The Board is now to consider the proposed ordinance <br />and is to adopt, adopt with changes, or deny the proposed ordinance. <br />ANALYSIS <br />Currently, there are three issues that require revisions to Chapter 308.
