Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager pyo <br />Subject: <br />Amendment No.2 to Work Order No.3 with Kimley Horn and Associates for <br />Design and Implementation of a Lime Softening with Carbon Dioxide Injection at <br />the Two County Regional Water Treatment Facilities UCP 2715 <br />DESCRIPTIONS AND CONDITIONS: <br />On July 17th, 2012, the Indian River County Board of County Commissioners (BCC) approved Work <br />Order No. 3 with Kimley-Horn and Associates, to provide professional services to design and <br />implement a lime softening with carbon dioxide injection at both water treatment plants for a total <br />amount of $ 193,600.00. The work order also included construction phase services for a <br />construction duration of 5-6 months. On January 8, 2013 BCC approved Amendment No.1 to Work <br />Order No.3. This $17,700.00 design effort improves the operational efficiency of the North County <br />RO Facility by automating the permeate degasifier valves and dampers. <br />On May 7th, 2013 the Indian River County Board of County Commissioners (BCC) awarded the <br />contract for the Water Plants Lime Slurry Injection Project to R.J. Sullivan Corporation. Notice to <br />proceed was issued on August 21, 2013 to R.J. Sullivan to start the work at the North and South <br />Water Treatment Plants for a total contract time of 240 -days (60 days were added to the original <br />180 day duration during the bid process). Change order No.1 to replace the acid tank at the South <br />RO plant was approved by the board on October 8th, 2013 and Change Order No.2 for the west <br />clearwell painting and the replacement of the hardware modules for communication was approved <br />March 18th, 2014. The two Change Orders to R.J. Sullivan added 62 -days to the original contract. <br />Therefore the new total contract time for the project inclusive of the two change orders is 302 days. <br />ANALYSIS: <br />Kimley-Horn and Associates staff has performed the work authorized in Work Order No.3 under <br />construction phase services to the utmost satisfaction of the County. Due to the addition of time to <br />incorporate the changes/additions to the original scope of the project, additional construction <br />phase services are therefore needed. Amendment No.2 also includes design to prepare detailed <br />drawings to extend the existing platforms between the two degasifiers at the North RO plant.
