background sampling of the source water will be required. The detailed steps to be completed in Phase <br />3 are as follows: <br />1. Collection of surface water samples for analysis of primary and secondary water quality <br />standards, as well as applicable field parameters (turbidity, specific conductance, temperature, <br />pH, color). This data will be used to determine the required pre-treatment and treatment <br />components of the new WTP. <br />2. Preparation of the preliminary design report. This will identify the proposed treatment process, <br />budget level cost estimates, storage/blending requirements and conceptual layout of the <br />proposed WTP. It is assumed at this time that the new WTP will be co -located at the existing <br />North County WTP. If the existing available space at the North County WTP is not sufficient, an <br />alternative site will be identified prior to design. <br />3. Final design of the water treatment plant, reservoir and pipelines. <br />4. Preparation/submittal of necessary permit applications. <br />5. Services during construction. <br />6. Start-up of the new facilities. <br />The following Scope of Services addresses Phase 1, with consideration of the remaining items under a <br />future authorization. <br />SCOPE OF SERVICES — PHASE 1 ONLY <br />Consultant will perform the following task services associated with Phase 1 for the development of a <br />surface water reservoir system: <br />TASK 1.0 REVIEW OF PREVIOUSLY PREPARED ALTERNATIVE WATER SUPPLY MASTER PLAN <br />It is anticipated that the recommendation of the previously completed Alternative Water Supply Master <br />Plan (CDM, 2007) to develop a surface water source is still the desired recommendation moving <br />forward. Consultant will, however, review the recommendations of the AWSMP and present any <br />suggested modifications to County staff prior to proceeding with the feasibility study portion of this <br />Scope. The final summary report will include detailed discussion on this review. <br />TASK 2.0 IDENTIFICATION OF AND COORDINATION WITH KEY STAKEHOLDERS <br />Consultant will identify key stakeholders to provide input throughout the evaluation phase, including <br />County staff, engineering consultants, Florida Department of Transportation, real estate brokers, land <br />owners, Agricultural Advisory Committee members, Soil and Water Conservation District board <br />members, SJRWMD staff, Sebastian River Improvement District staff and any others identified in the <br />process. County staff will circulate the scope of services to the stakeholders for input and feedback, and <br />will provide applicable comments to Consultant. Consultant will provide minimal coordination efforts (4 <br />hours of coordination included in the budget) to address comments received from County staff. <br />TASK 3.0 FEASIBILITY ANALYSIS <br />Consultant will perform a feasibility analysis that builds upon the work previously completed in the <br />AWSMP, specifically directed at the parcel of property (approximately 4,000 acres) presented by the <br />local water improvement district. One site visit will be conducted by the Consultant's technical staff in <br />support of this analysis (in conjunction with one meeting identified in Task 5).
