Baird, County Administrator <br />Vincent Burke, P.E., Director of Utility Services. <br />Terry Southard, Utility Operations Manager fs <br />Work Order No. 5 with Masteller & Moler, Inc. , for repair/replacement, <br />design—Engineering Services at the Blue Cypress Wastewater Treatment <br />Plant <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Department of Utility Services (IRCDUS) operates the Blue Cypress <br />Wastewater Treatment plant located north of SR 60 along Blue Cypress Lake Road. The plant <br />opened for operations in March, 1993 with a permitted capacity of 0.020 MGD. <br />The existing packaged wastewater treatment units (tanks) are fabricated from steel. IRCDUS <br />staff has performed routine maintenance on these steel units, and currently the tanks are in <br />need of metal repair, sandblasting and painting to avoid further decay. <br />Recently, the plant was inspected by the Department of Environmental Protection (FDEP) as <br />part of a routine operating permit renewal process. A condition of the permit renewal is that <br />the deteriorated metal tank repairs would be completed before the end of this calendar year. <br />Masteller & Moler, Inc., (M&M) one of our continuing services consultants, has been asked to <br />provide a proposal to evaluate the condition of the tanks and to propose solutions. <br />ANALYSIS: <br />On November 15, 2011, the Indian River County Board of County Commissioners approved the <br />Continuing Contract Agreement for Professional Services with M&M. The total negotiated cost <br />for the professional services is a lump sum amount of $ 17,212.50. <br />Per the CCNA procument guidelines staff requested M&M to submit a proposal to evaluate <br />repairs to the existing steel tanks. Masteller & Moler, Inc., has submitted Work Order No.5 <br />which includes providing professional services for surveying, engineering, specifications/bid <br />documents, and construction observation for plant structural repairs and painting <br />The estimated construction cost for these improvements covered in the Scope of Work for <br />Work Order No. 5 is $100,000.00. <br />C:\Users\vburke\AppOata\local\Microsoft\Windows\Temporary Internet Files \Content.Outlook\AGMLXQOB\Agenda - Page 1 of 2 <br />Masteller Moler Work Order 5 Blue Cypress March 2014 ao v5.doc <br />41 <br />
