Final Ranking <br /> Consultant Services <br /> 1. Voltedge, Inc. (dba Ady Voltedge) <br /> 2. Strategic Planning Group, Inc. <br /> 3, DCG Corplan Consulting LLC <br /> The Selection Committee's ranked order was unanimous (see attachment 1). In other words, each <br /> committee member had the same ranking, as shown in the table above. The Board is now to <br /> consider the Committee's ranking and recommendation. <br /> ANALYSIS <br /> As required by the RFP,each consultant's proposal provided a project cost breakdown by task. The <br /> RFP also requested that each consultant propose modifications to the scope of activities based on the <br /> firm's experience,knowledge,and creativity to address the expectations outlined in the RFP scope of <br /> activities. For reference, a copy of the RFP scope of activities is attached to this agenda item as <br /> Attachment 2. Both the cost breakdown by task and the consultant's suggestions for changes to the <br /> scope were requested so that the County could consider the cost of each task and then work with the <br /> selected consultant to remove or add tasks based on the County's needs and budget. Phase I of the <br /> ..� project scope covered development and completion of the economic positioning plan while Phase I1 <br /> of the scope covered marketing and branding products based on the completed economic positioning <br /> plan. <br /> In ranking the firms, the consultant selection committee felt that Ady Voltedge provided the most <br /> focused and appropriate proposal, expressed the best understanding of the requested economic <br /> positioning objectives and deliverables,and has the required experience and expertise to successfully <br /> complete the economic positioning plan. <br /> As proposed,the Ady Voltedge scope of activities for Phase I is for$80,000,which is approximately <br /> 6%higher than the $75,000 budget set by the Board last November. The Ady Voltedge proposed <br /> scope of activities, included as Attachment 3 to this agenda item, modified the Phase I scope of <br /> activities by partially combining the RFP's Task 1 Community Leaders Summit and Task 2 <br /> Quantitative and Qualitative "Place" Perception Survey, by modifying Task 3 Competitive <br /> Positioning Assessment, and adding a Sites and Building Assessment to substitute for a portion of <br /> the RFP's originally proposed work effort devoted to the qualitative perception survey. Community <br /> Development and Chamber staff favor that substitution. The proposal also excludes as unnecessary <br /> the RFP's proposed final step involving a revised final report and follow-up presentation to the <br /> Board. <br /> Not included in the $80,000 base price are optional Phase I tasks that the consultant suggests the <br /> County may or may not wish to consider. Those optional tasks include a broader community survey <br /> ($10,000),a Gap analysis of current economic development programs and initiatives($6,500),a new <br /> full-blown target industry/cluster analysis($16,000),long-term goal setting($9,000),and a follow- <br /> 3 <br /> 126 <br />
