Although four firms are pre-qualified, currently, only one firm is actually bidding on housing <br /> .. inspection jobs. In order to increase competition and ensure availability of services, staff <br /> sought and obtained Board approval on March 4, 2014 to issue a Request for Qualification <br /> (RFQ) to solicit the services of additional inspection firms. <br /> As authorized by the Board, the county issued a Request for Qualifications (RFQ) for <br /> Housing Program Inspection Services (RFQ#2014027). In response to the 2014 RFQ, the <br /> county received two qualification packages. Those qualification packages were received from <br /> the following housing inspectors/contractors: <br /> Guardian Community Resource Management, Inc. <br /> RDW Quality Builders, LLC <br /> The RFQ selection committee met, considered the two qualification packages, and made a <br /> recommendation that the Board of County Commissioners to approve one of those firms as a <br /> pre-qualified inspection services firm. The Board must now consider the selection <br /> committee's recommendation and the attached agreement for services. <br /> ANALYSIS: <br /> Consistent with county procurement requirements, a County staff selection committee <br /> reviewed and evaluated both qualification package submittals. Consisting of Stan Boling, <br /> Community Development Director; Bill DeBraal, Deputy County Attorney; and Scott <br /> McAdam, Building Official, the selection committee found that only one firm, Guardian <br /> Community Resource Management, Inc., is qualified to perform SHIP inspection work. <br /> Consequently, the committee unanimously recommended adding Guardian Community <br /> Resource Management, Inc. to the list of pre-qualified inspection services firms. <br /> To add Guardian as a pre-qualified firm, the County and Guardian must enter into an <br /> agreement for inspection services, similar to the agreements the county has with each of the <br /> existing pre-qualified firms. Staff has prepared the attached agreement to establish Guardian <br /> as a pre-qualified inspection services firm and allow for future work orders under the <br /> agreement. <br /> FUNDING <br /> The agreement requires no funding. The cost of any future inspection services conducted by <br /> Guardian will be paid with SHIP funds. <br /> RECOMMENDATION: <br /> Staff recommends that the Board of County Commissioners: <br /> 1. Approve the selection committee's recommendation to add Guardian <br /> Community Resource Management, Inc. to the list of pre-qualified inspection <br /> services firms. <br /> 2 <br /> 52 <br />
