Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services <br /> Prepared By: Gordon Sparks, P.E., Environmental Engineer <br /> Arjuna Weragoda, P.E., Capital Projects Manager Ato <br /> Subject: Approval of Work Authorization No. 2014-001 to Melvin Bush Construction, <br /> Labor Contractor,for Two 12" Directional Bores to Replace 1,150 feet of 10" <br /> AC Water Main and 200 feet of 10" Force Main on US 1 South North of 21' <br /> Street SE—UCP#4096 <br /> DESCRIPTIONS AND CONDITIONS: <br /> On November 12, 2013 the Board of County Commissioners (BCC) approved an Agreement with Young's <br /> .. Communication Co., Inc. (Y-COM) to resolve conflicts between existing water and sewer facilities and <br /> proposed paving and drainage improvements by the FDOT on US 1 from 11th Street south to the County <br /> Line. Y-COM started construction on December 9, 2013 and is still working toward the completion of the <br /> project within the 370 days allocated in the Agreement. <br /> During the week of May 18, 2014, the FDOT realized that an existing 10" Asbestos Concrete (AC) water <br /> main was going to be under the new pavement of US 1 South and requested it be relocated outside of <br /> the edge of pavement. AC material is known to be brittle and prone to failure, especially when large <br /> vibrating compactors begin to work over the water main during roadway construction. An AC water main <br /> break is highly likely under these conditions. Also, field excavations revealed that a 10" PVC force main <br /> would be in conflict with a proposed entrance drive to the strip center immediately north of Young's <br /> Market. <br /> ANALYSIS: <br /> Because there are also petroleum contaminated soils in the vicinity of the proposed work, it was decided <br /> that the best way to replace the 10" AC water main and 10" PVC force main was to install two 12" HDPE <br /> pipes by the directional bore method. A review of the bid item list from Y-COM reveals that there is an <br /> item for 12" HDPE directional bore installation. However, the unit price difference between Y-COM and <br /> our Labor Contract on the 12" HDPE directional bore installation item is $87.00 per liner foot. Since a <br /> major portion of the above described work is related to this item, it was decided to use the Labor <br /> Contractor for the work. A cost estimate was prepared using the Labor Contract (See Attachment 1). The <br /> estimated costs are $106,000.00 for labor and $60,000.00 for materials for a total project cost of <br /> $166,000.00.
