Mora, P.E., Public Works Director C�� <br /> From: Manuel Cabo, Telecommunications Manager <br /> SUBJECT: Telephone System Upgrade - Proposal for NEC PBX Systems Upgrade for Indian <br /> River County Courthouse and Main Library <br /> Approval of NEC Corporation of America (NEC) as Sole Source Provider <br /> DATE: May 28, 2014 <br /> BACKGROUND <br /> The existing PBX, or Private Branch Exchange telephone systems at the Indian River County <br /> Courthouse site and also at the Indian River County Main Library site are at "end-of-life" status <br /> and need to be upgraded. The County Telecommunications Division recently completed end-of-life <br /> PBX system upgrades at the County Administration complex and at the County EOC complex. <br /> Additional telephone expansions beyond existing licenses of the Internet Protocol (IP, which is the <br /> networking communications protocol), Session Initiation Protocol (SIP) trunking gateways (a form <br /> of transmitting data to the central office telecommunications systems), and changes to Common <br /> Channel Interoffice Signaling (CCIS) routing are currently not possible due to the end-of-life status <br /> of these PBX telephone systems. The obsolete AD-64 Voice Mail System at the IRC Courthouse <br /> site, which serves these PBX telephone systems, and also serves several County EOC complex <br /> buildings, the County Annex, and other County locations, also needs to be upgraded. AT&T is <br /> currently accelerating retirement of existing Primary Rate Interface (PRI) Telecommunications <br /> gateways in favor of SIP Network gateways. <br /> NEC is offering additional cost discounts if we bundle these two NEC 2000 IPS system upgrades <br /> (Courthouse & Main Library). <br /> ANALYSIS <br /> These two major county telephone systems reached end-of-life status in September of 2012. A <br /> failure of these unsupported PBX telephone systems would result in a critical, prolonged service <br /> outage of several days, since most repair parts required are no longer available. Many remote <br /> locations throughout the County could also potentially lose telecommunications services if these <br /> PBX systems should fail. To maintain adequate telephone communications at the Courthouse and <br /> Main Library, it is imperative that the systems be upgraded. <br /> FUNDING <br /> Budget amendment 015 was approved by the Board of County Commissioners on May 13, 2014, <br /> to allocate funds for this upgrade to account number 31522019-066450 in the amount of <br /> $99,870.00. <br /> FAPublic Works\Luanne M\TelecommunicationsWgendas\NEC Courthouse&Library approval BCC 05-15-14.doc 82 <br />
