Staff determined that the subject segment of 50th <br /> Avenue has a unique function and constitutes a roadway type that is not addressed in the current <br /> LDRs. <br /> At its April 15, 2014 meeting, the Board of'County Commissioners discussed the 50th Avenue <br /> situation as an added discussion item. During discussion, staff informed the Board that the <br /> subject segment of 50th Avenue is uniquely situated and has a unique function that should be <br /> addressed in the LDRs in a manner that recognizes its unique function and establishes <br /> appropriate and consistent setback rules for all properties on the east side of 50th Avenue and for <br /> all properties that lie on the west side of 50th Avenue. After hearing from staff and the medical <br /> office/wellness center owner, the Board directed staff to initiate an LDR amendment to address <br /> the 501h Avenue roadway type and associated setback issues. <br /> Staff has now drafted an LDR amendment ordinance that specifically defines a roadway that has <br /> the function and characteristics of the subject segment of 50th Avenue. The proposed ordinance <br /> classifies such a street as a "commercial service street" and establishes appropriate yard <br /> designations for properties that front a commercial service street. <br /> • PZC Action <br /> At its May 22, 2014 meeting, the PZC conducted a public hearing and considered the proposed <br /> ordinance. The PZC voted 6-0 to recommend that the BCC adopt the proposed ordinance (see <br /> attachment#3). <br /> The BCC is now to conduct a public hearing, consider the proposed ordinance, and approve, <br /> approve with modifications, or deny the proposed ordinance. <br /> ANALYSIS <br /> The existing LDRs define six categories of roadways, from the most major roadway (highest <br /> classification)to the most minor roadway (lowest classification), as follows: <br /> • Arterial, principal those routes intended to carry heavy volumes of traffic for major <br /> distances within or through the county, as delineated on the Indian River County <br /> Thoroughfare Plan. <br /> • Arterial, minor those routes intended to carry heavy volumes of traffic for short <br /> distances within the county, as delineated on the Indian River County Thoroughfare <br /> Plan. <br /> • Collector a street which carries traffic from minor streets to arterial streets, as <br /> indicated on the Indian River County Thoroughfare Plan. <br /> * Subdivision collector road a street which serves as the principal entrance street of a <br /> residential subdivision or provides for traffic circulation within a subdivision. <br /> * Minor or Local Street a street of limited continuity used primarily for access to <br /> abutting property, including cul-de-sacs and nonthrough streets. <br /> F'\Community D-1.p.-t\C.D-\BM2014 BCCW01.--ia1mel.dm 2 98 <br />
