McCoy, AICP; Chief, Current development <br /> DATE: June 9, 2014 <br /> SUBJECT: Paskor, LLC's Request for final Plat Approval for a Subdivision to be known as The <br /> Reserve at Pelican Island [2004080035-71295/SD-05-06-24] <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of dune 17, 2014. <br /> DESCRIPTION & CONDITIONS: <br /> The Reserve at Pelican Island consists of 10 single-family lots on 3.71 acres located on the west side of <br /> SR A-1-A in the 11700 block, north of Windsor and adjacent to conservation lands. The property is <br /> zoned RS-3 (Residential Single Family—up to 3 units per acre), and has an L-1 (Low Density 1 up to 3 <br /> units per acre) land use designation. The density for The Reserve at Pelican Island is 2.7 units per <br /> acre. <br /> On July 14, 2005, the county granted preliminary plat approval for The Reserve at Pelican Island <br /> subdivision. The applicant subsequently obtained a land development permit, constructed the required <br /> subdivision improvements, and recently obtained a Certificate of Completion. The applicant has <br /> submitted a final plat in conformance with the approved preliminary plat, and now requests that the <br /> Board of County Commissioners grant final plat approval for The Reserve at Pelican Island. <br /> ANALYSIS: <br /> All of the required improvements for The Reserve at Pelican Island have been completed and <br /> inspected, and a Certificate of Completion was issued on February 13, 2014. As part of the Certificate <br /> of Completion process, the developer posted a maintenance bond to guarantee road and drainage <br /> improvements. All improvements (stormwater tracts, landscape easements, roadways) will be private, <br /> with the exception of certain utility facilities, which have been dedicated to and guaranteed to Indian <br /> River County as required by the Utility Services Department. Also, the applicant recently submitted an <br /> executed plat.
