low- On April 8, 2014, the Board of County Commissioners (Board) reviewed a proposed RFP and authorized staff to issue the RFP to select a consultant to prepare an Economic Development Positioning Plan. The RFP invited proposers to include additions,deletions,and modifications to the scope of services. On May 19, 2014, a consultant selection committee comprised of Stan Boling, Community Development Director,Kristin Daniels,Budget Analyst on behalf of Jason E.Brown,Management and Budget Director, Helene Caseltine, IRC Chamber of Commerce Economic Development Director, Jay Hart, VP, Wells Fargo Business Banking, and Beth Mitchell, IRC Economic Development Council Representative and President/CEO of Sebastian River Area Chamber of Commerce,reviewed twelve(12) complete proposals received by the County Purchasing Division and ranked the firms in order to develop a shortlist of consultants to be interviewed. The top three (3)ranked shortlisted consulting firms were contacted for interviews. Those shortlisted consulting firms in ranked order were: • Voltedge,Inc. (dba Ady Voltedge) • DCG Corplan Consulting LLC • Strategic Planning Group, Inc. All three(3)of the top ranked consulting firms accepted the County's invitation for an interview and on May 23, 2014 were interviewed by the consultant selection committee. Voltedge, Inc. was interviewed via web-based audio/video link. DCG Corplan and Strategic Planning Group had representatives present at the selection committee interview meeting. Based on the written proposal, the interview, staff experience, and other factors, Voltedge, Inc. was ranked number one for Economic Development Positioning Analysis and Action Plan preparation services. On June 10, 2014, the Board reviewed the selection committee's ranking recommendation, and reviewed a proposed scope of activities from Voltedge,Inc. offering to provide a range of services. Included in the range of services is a consultant modified version of the Phase I services listed in the County's RFP at a cost of$80,000,optional Phase I services proposed by the consultant at a cost of $45,250, and Phase II services listed in the County's RFP at a cost of$25,000. Upon review of the consultant selection committee ranking and consultant's proposed scope of activities, the Board approved the selection committee's ranking recommendation and authorized staff to negotiate with the number one ranked firm,Voltedge,Inc.,for Phase I services for a price of up to $80,000. Since the Board's June 10th action,staff has successfully negotiated a contract with Voltedge,Inc.for Phase I services at a price of$80,000. At this time,the Board needs to review the attached proposed contract, and authorize the Board Chairman to execute the contract. 2 79
