DeBraal, Deputy County Attorney <br />DATE: May 23, 2014 <br />SUBJECT: Request for Lease Amendment with St. Francis Manor <br />St. Francis Manor of Vero Beach, Inc., a not -for profit corporation, has leased property from <br />the County for over 40 years. The 99 -year lease began back in 1973 when St. Francis Manor <br />(SFM) proposed to build a complex of apartments on County owned land that would be <br />leased to low income senior citizens who are residents of Indian River County. The lease <br />has been amended several times over the years. The 5.52 acre complex of apartments is <br />located at 1750 20th Street and abuts the old County jail site to the east. <br />In 1988, the Board declared the former County jail site at 1725 17th Avenue, Vero Beach to <br />be surplus property and conveyed it to the City of Vero Beach for use as a recreational <br />facility. The conveyance included a reverter clause so that when the City ceased using the <br />property for a recreational facility, ownership of the property would revert back to Indian River <br />County. On March 5, 2013 the City of Vero Beach determined the former jail site was no <br />longer needed by the City for use as a recreational facility and conveyed the property back to <br />Indian River County. <br />On June 4, 2013, the County Commission approved the Eighth Amendment to the lease and <br />included a portion of the former jail site to be added to SFM's existing 99 -year lease with the <br />County. SFM would like to use the site for future expansion. The Eighth Amendment did not <br />include the property underneath and around the existing communication tower that occupies <br />the OId Jail Site. Representatives from SFM approached the City of Vero Beach concerning <br />the planned expansion of SFM onto the leased portion of the OId Jail Site. City Planning staff <br />indicated that an amendment to the City's Comprehensive Plan would be required to change <br />the future land use of the Old Jail Site from a governmental use to a residential land use <br />
