Baird; County Administrator <br /> FROM: <br /> Stan Boling, AICP; C m unity Development Director <br /> DATE: May 22, 2014 <br /> SUBJECT: FINAL HEARING: Consideration of County-Initiated Land Development <br /> Regulation (LDR) Amendment to Create Section 911.29, Special Overlay <br /> Regulations for the West Gifford Industrial and Commerce (WGIC) Area on <br /> 163 Acres of Property in West Gifford Zoned IG (General Industrial) <br /> It is requested that the following information be given formal consideration by the Board of County <br /> Commissioners at its 5:01 pm special meeting of June 3, 2014. <br /> BACKGROUND <br /> "M"` On May 13, 2014, the BCC (Board of County Commissioners) conducted the first of two public <br /> hearings to consider an amendment to the LDRs (land development regulations) to establish the <br /> West Gifford Industrial and Commerce(WGIC)overlay regulations. The regulations are proposed to <br /> apply to 163 acres located between 43`d Avenue and 58th Avenue, north of 41St Street and south of <br /> 47th Street that are zoned IG(General Industrial). Within the overlay area,the proposed regulations <br /> add and eliminate certain uses, establish special regulations for concrete batch plants, demolition <br /> debris facilities, and mulch operations, and require aesthetic upgrades between existing junk yards <br /> and 45th Street. <br /> At the May 13, 2014 hearing, the BCC considered recommendations on the proposed amendment <br /> from staff and the Planning & Zoning Commission, and considered input from the public. At the <br /> conclusion of the hearing, the Board directed staff to revise one section of the ordinance and <br /> announced its intention to adopt the proposed amendment at the second and final hearing scheduled <br /> for June 3,2104 at 5:01 pm. In addition,the Board directed staff to develop time-limited incentives <br /> for junk yard owners who choose to install an aesthetic wall or similar structure along 45th Street <br /> (see attachment #1). <br /> Since the May 13th meeting, staff revised the proposed amendment ordinance as directed by the <br /> Board. In addition, staff worked on incentives which are described in the analysis section of this <br /> report.
