Gifford Neighborhood Plan 2014 <br /> ➢ Stormwater Management <br /> Most of Gifford lies within the Indian River Farms Water Control District (IRFWCD). The district is the primary entity responsible <br /> for the provision of a stormwater outfall system. That outfall system is made up of sub-lateral, lateral, and outfall canals. The <br /> IRFWCD's facilities in Gifford include: <br /> ■ Sub-lateral canal A-6 (along the south side of 41St Street) <br /> ■ Sub-lateral canal A-7 (along the south side of 45th Street) <br /> ■ Sub-lateral canal A-8 (along the south side of 491h Street) <br /> ■ Lateral "A" canal (along the east side of 66th Avenue) <br /> ■ Lateral "H" canal (along the western edge of the old coastal dune) <br /> Maintenance of these facilities is funded by an IRFWCD assessment of all landowners within the IRFWCD. Stormwater <br /> Management is occasionally a problem in Gifford, especially due to localized flooding resulting from low areas that have no outfall. <br /> This problem generally occurs in areas developed prior to current stormwater management development regulations. Additionally, <br /> problems can occur when canals, ditches, swales, laterals, and sub-laterals not adequately maintained. <br /> In September 2000, the Board of County Commissioners established the East Gifford Municipal Service Benefit Unit (MSBU) that <br /> includes an area of Gifford that is not within the boundaries of a water control district. Current total annual assessment for this <br /> MSBU is $990.00. The assessment was higher in earlier years when larger projects were ongoing. That area includes approximately <br /> 43 acres and is bordered by 43`d Street on the north, 41St Street on the south, the FEC Railroad on the east, and the IRFWCD <br /> boundary (24th Avenue) on the west. Since the area is not within a water control district, poor drainage has been a constant problem <br /> for residents in that area. To eliminate drainage problems, the County Public Works Department uses MSBU funds to make drainage <br /> system improvements and provide maintenance within the 43 acre area. Improvements completed include swales and storm drain <br /> piping to collect and route stormwater into the large stormwater detention pond located at the northwest corner of 41 st Street and the <br /> FEC railroad tracks. The system is primarily for flood control, not water quality treatment. <br /> East Gifford Area Stormwater Improvement Project <br /> The East Gifford Area Stormwater Improvement Project involved construction of a 4.64 acre wet stormwater detention pond and <br /> swales at the northwest corner of FEC Railroad R/W and 41st Street. The project improved drainage in the area by routing <br /> stormwater into the pond with eventual outfall into the canal abutting 41st Street. Before this system was constructed, stormwater <br /> N from this section of Gifford area caused flooding and discharged untreated stormwater into the Indian River Lagoon.
