The methodology used to develop the full calculated fees and affordable growth fees is <br /> documented throughout this report. The staff scenarios shown in Table ES-3 as well as <br /> Appendix K represent the County's preferred alternative and follow the affordable growth <br /> calculations, with the exception of the following policy decisions primarily based on a <br /> review of capital needs in the near future: <br /> • Adoption of maximum calculated fees for emergency services <br /> • Application of a 50-percent reduction to affordable growth scenario for public <br /> buildings impact fees for all land uses <br /> • Application of a 25-percent reduction to affordable growth scenario for parks and <br /> recreation facilities impact fees for all land uses <br /> • Suspension of the library impact fees <br /> Of these, parks and recreation and libraries impact fees are charged only to residential land <br /> uses while the emergency services and public buildings impact fees are charged to both <br /> residential and non-residential land uses. <br /> Tindale-Oliver&Associates, Inc.
