Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: <br />Work Order No. 12 with CDM Smith — Design, Permitting and Bidding Services <br />for Construction of Well No. 7 and at the South County RO Plant <br />DESCRIPTIONS AND CONDITIONS: <br />On August 18, 2009 the Board of County Commissioners (BCC) approved CDM Smith to design, <br />permit, bid and manage construction of a potable water production well (Well No. 7) which <br />included all pertinent pumps, electrical work and instrumentation components to serve the South <br />County RO Plant (SCRO). The proposed well is to be located at the northwest corner of the South <br />County Park, adjacent to the ball fields. The construction plans and the technical specifications <br />were completed before the County placed the project on hold. Since that time, the South County <br />Park multi-purpose fields were built necessitating the need to modify the original design. <br />Some of the wells at the SCRO have been in service for some time and are experiencing diminishing <br />yield output. Having an additional well will reduce the stress on the existing wells. Well No. 7 has <br />previously been approved in the existing St. John's River Water Management District (SJRWMD) <br />Consumptive Use Permit (CUP) for groundwater withdrawals supplying the SCRO. However, a <br />Florida Department of Environmental Protection (FDEP) permit will be required before construction <br />of the well can begin. <br />ANALYSIS: <br />Previously, impact fee funds were used for the design services in anticipation of future growth <br />demands in the southern portion of the county which never came to fruition. When the project <br />was put on hold, the expenses incurred at that time were transferred to the operating fund. In an <br />abundance of caution, the funding source now reflects the use of operating funds for the remaining <br />engineering work and construction costs since well No.7 is being added for increased reliability and <br />redundancy to the system, not for additional capacity. <br />The scope of services associated with Work Order No.12 is to finalize design, complete the bid <br />package and obtain the necessary permits for proposed well No.7 at the SCRO as per the CDM <br />Smith proposal dated June 6, 2014. Consultant will begin work immediately upon authorization of <br />this Work Order and complete design, bid package and permitting within 120 -days. <br />45 <br />
