FINANCING/FUNDING: <br />Staff reached out to the City of Sebastian on this endeavor as they are a major stakeholder. The <br />City has voiced their willingness to support the County on such an endeavor and to that effect has <br />set aside monies for a centralized sewer system within the City limits. M&M's proposal broke down <br />the construction cost to two areas, one within the City of Sebastian city limits and the other within <br />the Unincorporated County. Staff evaluated M&M's proposal on the breakdown of construction <br />cost, ERU's and decided that a 60/40 split, where 60% of the cost to be borne by Indian River <br />County and the remainder 40% to be paid by the City of Sebastian is an appropriate solution. <br />Therefore, the funding for the subject Phase will be shared as follows: <br />Financing Agency <br />City of Sebastian <br />Indian River County -Utilities <br />Phase 1 Cost —Includes: Design, Permitting and <br />Preparation of construction plans <br />$ 62,088.00 <br />Total Engineering Services Fee= <br />$ 93,132.00 <br />$155,220.00 <br />On October 2, 2012 an Inter -local Agreement (ILA) was entered for a sewer project within Central <br />Avenue and Davis Street. Since that time, a broader area has been looked at and evaluated in the <br />completed sewer feasibility study. Therefore, the former ILA is no longer practical and a new ILA <br />has been prepared as part of the subject agenda for BCC approval. The County will enter into a <br />new Inter -local Agreement with the City to outline the terms and details between the two parties, <br />including each parties requirements and responsibilities. City staff has agreed to take the attached <br />Inter -local Agreement to their Council at the regularly scheduled meeting on September 24, 2014 <br />for approval. <br />Obtaining grant funds to help reduce the large capital costs will be critical in order to move the <br />project to the construction phase. <br />Funds for this project are derived from the other professional services account in the operating <br />fund.
