2014 Solid Waste Management Plan <br />• Phase 1 (50% Recycling Target) - Substantial <br />opportunities exist to increase recovery of recyclable <br />materials and yard trash included in the County's <br />existing recycling programs; therefore, Phase 1 focuses <br />on improving the existing recycling infrastructure, <br />especially for the residential sector. Phase 1 also <br />includes a RFI/RFP process to explore the viability of <br />processing technologies that achieve high material <br />recovery rates. Results of the RFI/RFP process will <br />enable the County to evaluate the operational and <br />financial feasibility of utilizing state-of-the-art recovery <br />technologies to help meet its recycling goals. Specific <br />recommendations for Phase 1 are detailed in Table 6-3 <br />of Section 6. <br />• Phase 2 (60% Recycling Target) - Phase 2 is driven by <br />the results of the RFI/ RFP in Phase 1. If the process <br />results in viable technologies, then Phase 2 will include <br />taking the necessary steps to initiate .implementation, which might include <br />public-private partnerships, updated ILAs, facility permitting and <br />construction, etc. Phase 2 recommendations are detailed in Table 6-4 of <br />Section 6. <br />• Phase 3 (75% Recycling Target) - Phase 3 is also driven by the decisions <br />made during the previous phases. If technology solutions are pursued, it <br />will entail start-up and ongoing monitoring and fine-tuning of these <br />operations. Phase 3 recommendations are detailed in Table 6-5 of Section 6. <br />Figure ES -2 is . a flow chart for implementation of the three phase recycling <br />approach.
