Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager AO <br />Gordon Sparks, P.E., Environmental Engineer r <br />Subject: Final Pay to Melvin Bush Construction, Inc. for a 10 -inch Water Main <br />Replacement and a 10 -inch Sewer Force Main Replacement Project in US 1 <br />South from Highland Drive to 21st Street SE, UCP 4096 <br />DESCRIPTIONS AND CONDITIONS: <br />On June 10, 2014 the Indian River County Board of County Commissioners (BCC) approved Work <br />Authorization No. 2014-001 for a Labor Contract with Melvin Bush Construction, Inc. to replace 1,000 <br />feet of 10 -inch Asbestos Cement (AC) water pipe, and 200 feet of 10 -inch PVC sewer force main pipe <br />north of 21' Street SE to Highland Drive at a cost of $106,000.00. A major portion of the existing <br />water main would be located under the new north bound lanes of US 1 now under construction. <br />Because of the brittle nature of AC pipe and its history of failure, FDOT's design engineer requested <br />that it be replaced with modern, more stable materials. A 200 -foot portion of PVC sewer force main <br />that was replaced during an earlier project was in conflict with a proposed entrance drive to a strip <br />center at Highland Drive. <br />ANALYSIS: <br />The replacement project is now complete and Melvin Bush Construction, Inc. submitted Final Pay <br />Request for $80,250.50 (See Attachment 1). The actual labor cost of $80,250.50 is $25,749.50 less <br />than budgeted. The lower cost was realized mainly due to underground conditions preventing about <br />250 feet of directional bore water main from being constructed and eliminating air release valves as a <br />result of changing from directional bore to trench installation method. However, the section of AC <br />water main that had to be left in place was outside of the proposed pavement of US 1 which is the <br />reason for the water main replacement in the first place. The payment of $80,250.50 to Melvin Bush <br />Construction, Inc. will release the County's obligation to the Contractor. <br />FUNDING: <br />Funding for the utilities replacement project is available in the Utilities fund Account Number <br />471235436-044699-13502. Funds for this project are derived from the renewal and replacement <br />budget in the operating fund. The operating fund budget is derived from water and sewer sales. <br />171 <br />
