It will at times be <br /> dull and tedious. But I have actually worked to cut out a lot of the superfluous <br /> material and have condensed a body of material, which could easily be five times <br /> the length. <br /> Today my focus is not on the substance of the proposed IRL-NEP inter-local <br /> agreement but rather on the process of how the proposed inter-local agreement <br /> was generated. <br /> First a quote, President Calvin Coolidge said: "it is much more important to kill <br /> bad bills than it is to pass good ones." <br /> I believe these words, especially in view of the flood of bad laws in the past few <br /> years, particularly from Washington, are as valid today as they were when first <br /> uttered by President Coolidge. <br /> I preface my remarks about the proposed inter-local agreement with a self- <br /> evident statement: The entire Indian River Board of County Commissioners <br /> understands that the health of the Indian River Lagoon is imperiled, that we must <br /> actively work to return it to health and that we are committed to do all that we <br /> reasonably can to return the Lagoon to a healthy condition. <br /> Indian River County began its work to clean up the Lagoon many years ago. It <br /> has put in place a number of projects that remove nitrogen and phosphorus like <br />
