Governments(OMB Circular A-87) and 44 CFR Part 13, Uniform Administrative <br /> Requirements for Grants and Cooperative Agreements to State and Local Governments. <br /> • In-kind (soft) match includes, but is not limited to, the valuation of in-kind services. "In-kind" is <br /> the value of something received or provided that does not have a cost associated with it. For <br /> example, if in-kind match (other than cash payments) is permitted, then the value of donated <br /> services could be used to comply with the match requirement. Also, third party in-kind <br /> contributions may count toward satisfying match requirements provided the grantee receiving <br /> the contributions expends them as allowable costs in compliance with 2 CFR Part 225, Cost <br /> Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87) and 44 CFR <br /> Part 13, Uniform Administrative Requirements for Grants and Cooperative Agreements to <br /> State and Local Governments. <br /> H. Monitoring <br /> Monitoring shall be accomplished through a desk-based review or on-site visit. Monitoring will involve <br /> the review and analysis of the financial, programmatic, performance, compliance and administrative <br /> processes, policies, activities, and other attributes of each county and will identify areas where <br /> technical assistance, corrective actions and other support may be needed. <br /> • Desk Monitoring is the review of projects, financial activity and technical assistance <br /> between the Division and the applicant via e-mail and telephone. <br /> • On-Site Monitoring is an actual visit to the recipient agency by a Division representative <br /> who examines records, procedures and equipment. <br /> The Division may request additional monitoring/information if the activity, or lack thereof, generates <br /> questions from the region, the sponsoring agency or Division leadership. The method of gathering <br /> this information will be determined on a case-by-case basis. <br /> I. Environmental Planning & Historic Preservation (EHP) Compliance Guidelines <br /> Recipients must comply with all applicable EHP laws, regulations, and Executive Orders (EOs) in <br /> order to draw down their FY 2014 EMPG Program grant funds. Any project with the potential to <br /> impact natural resources or historic properties cannot be initiated until FEMA has completed the <br /> required FEMA EHP review. <br /> Recipients that implement projects prior to receiving EHP approval from FEMA risk de-obligation of <br /> funds. For these types of projects, Recipients must complete the FEMA EHP Screening Form (OMB <br /> Number 1660-0115/FEMA Form 024-0-01) and submit it, with all supporting documentation to their <br /> Grant Manager. Recipients should submit the FEMA EHP Screening Form for each project as soon <br /> as possible upon receiving their grant award. The Screening Form must be submitted prior to funds <br /> being expended. Refer to IBs 329, 345, and 356 (located at <br /> http://www.fema.gov/government/grantlbulletins/index.shtm) <br /> The following types of EMPG projects are to be submitted to FEMA for compliance review under EHP <br /> laws and requirements prior to initiation of the project: <br /> • Any involvement with the installation of equipment; <br /> • Ground-disturbing activities; <br /> 30 <br /> 144 <br />
