This contract is dated April 18, 2014. Thus, before a "Design Team" was established, <br /> before in fact a "Design Team" was even discussed by the IRL-NEP Advisory Board, <br /> before the April 301h meeting where the Deputy Director of FIDEP said that he "wanted to <br /> float an idea", before in fact the Advisory Board voted to go forward with the <br /> reorganization of the IRL-NEP, some person or people, in some agency, decided what <br /> the outcome was to be, thought out how best to achieve that outcome and arranged <br /> for a consultant to be paid, initially $30,000, increased to up to $45,000, to reach that <br /> outcome. <br /> This explains why the "Design Team" was given only the Tampa Bay based inter-local <br /> agreement to discuss. It explains why attempts to have other issues discussed, like <br /> financial aspects of a new IRL-NEP, goals and objectives of the new IRL-NEP, mission <br /> statement, reasons why the prior model was unsuccessful, why numerous issues that <br /> one might rationally expect would be discussed if one was actually serious about <br /> creating a successful organization, were passed over with no discussion. <br /> What was the purpose of The "Design Team" charged, according to the September 9, <br /> 2014 issue of the SJRWIVID "Water News", with developing the "new organization's <br /> structure and path forward" and drafting the new inter-local agreement? At this time I <br /> can only guess that it was to provide political cover for some person or people who <br /> decided months ago that they wanted to change the direction of the IRL-NEP. <br /> 1, for one, would have appreciated being advised of this before offering to serve on the <br /> "Design Team". If I had been made aware that the dye had already been set, I would <br /> not have spent the 100 or so hours that I have on this trying to accomplish what the <br /> Advisory Board and others said that they wanted, an open and transparent board that <br /> would give local governments more control and was actually interested in returning the <br /> Lagoon to better health. <br /> Thank you for your patience and attention. <br />
