ATTACHMENT B <br /> SCOPE OF WORK <br /> Funding is provided to perform eligible activities as identified in the Domestic Homeland Security— <br /> Federal Emergency Management Agency National Preparedness Directorate Fiscal Year 2014 Homeland <br /> Security Grant Program (HSGP), consistent with the Department of Homeland Security State Strategy. <br /> Eligible activities are outlined in the Scope of Work for each category below: <br /> I. Issue and Project Description <br /> Issue 16—Local Planning,Training & Exercise -Allows all seven regions to execute multi- <br /> disciplinary planning, training and exercises initiatives that will test the knowledge, skills and <br /> abilities of personnel, organizations, teams and the public/private partnerships. <br /> II. Categories and Eligible Activities <br /> FY2014 allowable costs for this agreement are for the Planning, Training and Exercise <br /> Categories. Allowable costs have been listed in the"Budget Detail Worksheet"Attachment A. <br /> A. Planning <br /> Examples of allowable planning activities include: <br /> • Developing hazard/threat-specific annexes that incorporate the range of prevention, <br /> protection, mitigation, response, and recovery activities as identified in the national <br /> planning frameworks <br /> • Developing and implementing homeland security support programs and adopting DHS <br /> national initiatives including but not limited to the following: <br /> - Conducting a THIRA process <br /> - Implementing the Goal, National Preparedness System, and the Whole Community <br /> Approach to Security and Emergency Management including efforts to support <br /> strengthening of capacity among whole community partners <br /> - Pre-event recovery planning <br /> - Implementing the 2014 National Infrastructure Protection Plan (NIPP) and associated <br /> Sector Specific Plans <br /> - Enhancing and implementing SCIPs and Tactical Interoperable Communications Plans <br /> (TICPs) that align with the goals, objectives, and initiatives of the National Emergency <br /> Communications Plan (NECP) <br /> - Costs associated with the adoption, implementation, and sustainment of the NIMS, <br /> including implementing the NIMS Guideline for Credentialing of Personnel <br /> - Modifying existing incident management and EOPs to ensure proper alignment with the <br /> coordinating structures, processes, and protocols described in the National Frameworks <br /> - Establishing or enhancing mutual aid agreements <br /> - Developing communications and interoperability protocols and solutions consistent with <br /> NIMS/ICS that include communications support for faith-based and voluntary <br /> organizations <br /> - Developing emergency communications SOPS and plain language protocols <br /> - Integrating emergency communications SOPs across jurisdiction, disciplines, and levels <br /> of government <br /> - Conducting local, regional, and Tribal program implementation workshops <br /> 21 <br /> 79 <br />
