Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services CIP <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager Aw <br /> Subject: Work Order No.1 with Schulke, Bittle&Stoddard (SBS), L.L.C., for Design, <br /> Procurement and Construction Administration to Rehabilitate the <br /> Headworks at the Central Wastewater Treatment Plant <br /> DESCRIPTIONS AND CONDITIONS: <br /> Indian River County Department of Utility Services (IRCDUS) operates the Central Wastewater <br /> Treatment plant located in Gifford at 3550 491h Street. The expansion to the Central Plant that <br /> included the construction of the headworks was done in 1999. <br /> During a regular pump down of the headworks operations staff noticed that the concrete walls <br /> just above the water level, had extensive deterioration. <br /> ANALYSIS: <br /> In August, 2014, staff requested SBS to submit a proposal to remedy the failing concrete at the <br /> headworks. SBS as part of their evaluation in preparing the proposal performed a site visit. <br /> During that visit SBS and IRC staff noticed the extensive spalling of the concrete where in some <br /> areas chunks of concrete were missing exposing the rebar. <br /> Per the CCNA procument guidelines SBS submitted a proposal for design, bidding assistance <br /> and construction management services. Schulke, Bittle & Stoddard, L.L.C., has submitted Work <br /> Order No.1 which includes providing professional services for design, specifications/bid <br /> documents, and construction observation to rehabilitate the headworks at the Central <br /> Wastewater Treatment Plant. The total negotiated cost for the professional services is a sum <br /> amount of$ 15,500.00. The negotiated cost has been broken into different tasks. <br /> The Engineers estimated construction cost for these improvements covered in the Scope of <br /> Work for Work Order No. 1 will be approximately $152,000.00. <br /> FUNDING: <br /> Funds for this project are derived from the renewal and replacement budget in the operating <br /> fund. Operating funds are generated from water and sewer revenues. <br /> 97 <br />
