Kafer, Jr., P.E., County Engine <br /> SUBJECT: Martin Luther King Walking Trail <br /> Florida Department of Environmental Protection <br /> (FDEP) Recreational Trails Program (RTP) Grant Agreement <br /> IRC No. 1413 <br /> DATE: December 16, 2014 <br /> DESCRIPTION AND CONDITIONS <br /> Located north of 45th Street and just west of Gifford Middle School, the Martin Luther King <br /> (MLK)Trail Project involves two properties in Gifford.The first is a county-owned property and <br /> the current site of the Historic Macedonia Baptist Church,while the other is the Gifford Health <br /> Center property. When complete,the MLK trail will loop through both properties and connect <br /> to sidewalks on 45th Street and 28th Court.The MLK Trail project has considerable support from <br /> the citizens of the Gifford Community, and is a joint effort between the Indian River County <br /> Metropolitan Planning Organization (MPO), Indian River County Health Department, and the <br /> Indian River County Hospital District Board of Trustees. <br /> To fund construction of the ±2,650' trail, in 2014, MPO staff applied for cost-share funding <br /> through the Florida Department of Environmental Protection's (FDEP) Recreational Trails <br /> Program (RTP). Cost match for the grant application was provided by a cash donation of <br /> $15,000 from the Indian River County Hospital District Board of Trustees and in-kind services to <br /> be provided by county staff. Although the RTP is a highly competitive grant program, in late <br /> 2014,the MLK Trail Project was selected for funding by FDEP. <br /> For the Board's approval consideration, attached is the Project Agreement for the Martin <br /> Luther King Trail RTP Grant. Included in the Project Agreement is acknowledgement that Indian <br /> River County will complete a Certification of Filing of Notice of Limitation of Use,to be recorded <br /> in the public records of Indian River County, Florida when project has been completed. <br /> 120 <br />
