Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Servicess* <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager AW <br />Subject: Indian River Farms Water Control District Five -Year Lease Agreements <br />Starting Calendar Year 2015 <br />DESCRIPTIONS AND CONDITIONS: <br />The Department of Utility Services is in receipt of the five-year Permits and Lease Agreements with <br />the Indian River Farms Water Control District (IRFWCD). These Permits allow for the continued use <br />of selected IRFWCD right-of-way for the purpose of operating, maintaining and inspecting County <br />water, wastewater and reclaimed water lines. <br />The Permits are for a five calendar year period commencing on January 1, 2015, and ending December <br />31, 2019. The total fee associated with these Agreements is $17,568.90. Pursuant to the existing and <br />proposed Permit and Interlocal Agreements, "the annual fee may be subject to increase to reflect <br />increases in costs to District of permitting the use of its rights of way, by others". The District has <br />invoiced the County for the 2014 permit year and will invoice the County in December of each <br />succeeding permit year. For details of each permit, please refer to the attached Indian River Farms <br />List of Permits, and the associated Interlocal Agreements. Agreement No. 5 (IRC -5) which was part of <br />the previous five calendar years is a fiber optic lease agreement that is no longer needed. The fiber <br />optic services on the 24 -count fiber optic cable IRC -5 referenced in attached letter dated December <br />24, 2014 have been relocated to another fiber optic cable and the referenced direct -buried fiber optic <br />cable has been abandoned by Indian River County Telecommunications Department. <br />FUNDING: <br />Funds for this project are derived from the Operating fund.
