PUBLIC HEARING - PROPOSED INCREASE IN FRANCHISE FEES FOR CABLE <br />TELEVISION COMPANIES OPERATING IN IRC <br />The hour of 9:05 o'clock A.M. having passed, the Deputy <br />Clerk read the following Notice with Proof of Publication <br />attached, to wit: <br />VERO BEACH PRESS -JOURNAL <br />Published Daily <br />Vero Beach, Indian River County, Florida <br />COUNTY OF INDIAN RIVER: STATE OF FLORIDA <br />Before the undersigned authority'personally appeared J. J. Schumann. Jr. who on oath <br />says that he is Business Manager of the Vero Beach Press -Journal, a daily newspaper published <br />at Vero Beach in Indian River County, Florida; that the attached copy of advertisement, being <br />a <br />in the matter of <br />in the <br />Court, was pub- <br />lished in said newspaper in the issues of <br />Affiant further says that the said Vero Beach Press -Journal is a newspaper published at <br />Vero Beach, in sajd Indian River County, Florida, and that the said newspaper has heretofore <br />been continuously published in said Indian River County. May 1, <br />1990, to discuss a proposed ordinance <br />entitled: <br />AN ORDINANCE OF INDIAN RIVER <br />COUNTY, FLORIDA, AMENDING ORDI- <br />NANCE NO. 82-7, WHICH PROVIDED <br />FOR THE LICENSING OF CABLE TELE - <br />INDIAN RIVER COUNTY; PROVIDING <br />FOR AN INCREASE IN THE PERCENT <br />OF GROSS REVENUE LICENSEE <br />SHALL PAY TO COUNTY FROM 3% TO <br />5%; CHANGING THE TIME WHEN THE <br />PAYMENT SHALL BE MADE FROM 90 <br />TO 30 DAYS; EXTENDING THE TIME <br />THE LICENSE SHALL RUN FROM 20 TO <br />28 YEARS: AND PROVIDING FOR AN <br />EFFECTIVE DATE. <br />Anyone who may wish to appeal any decision <br />which may be made at this meeting will need to <br />ensure that a verbatim record of the proceedings <br />Is made, which includes testimony and evidence <br />upon which the appeal is based. <br />April 10. 1990 873955 <br />The Board reviewed the following memo dated 4/10/90: <br />DATE: APRIL 10, 1990 <br />TO: JAMES E.
