CONTRACT WITH CITY OF VERO BEACH RE SEPTAGE TREATMENT AND <br />DISPOSAL <br />The Board reviewed the following memo dated 4/26/90: <br />TO: Board of County Commissioners <br />FROM: Charles P. Vitunac - County Attorney <br />DATE: April 26, 1990 <br />RE: CONTRACT WITH CITY OF VERO BEACH <br />RE: SEPTAGE TREATMENT AND DISPOSAL <br />AGENDA - BOARD MEETING 5/1/90 <br />The Utilities Services Department is planning to build a <br />septage treatment and disposal facility to handle the <br />septage requirements of the entire county including the City <br />of Vero Beach. <br />Since the facility will have to be paid for from revenue <br />generated by the facility, it is necessary that the revenue <br />expected from the City of Vero Beach septage customers will <br />be guaranteed so that financing can be obtained for the <br />construction of the plant. <br />The attached contract between the County and the City <br />obligates the City to bring its septage to the County <br />facility for treatment and disposal and forbids the City to <br />compete with the County or allow competition with the County <br />in septage treatment facilities. Further the agreement <br />provides that there will be a charge against any septage <br />user within the City who converts to City sewer service. <br />The charge will be $300 per equivalent residential unit <br />reduced by $15 per year. This fee would be paid to the <br />County as reimbursement for the revenue which that unit <br />would have produced for the septage financing. The <br />agreement would obligate the City for twenty years. <br />Staff recommends approval of the contract. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, that the.. Board approve the <br />contract with the City of Vero Beach as recommended by <br />the County Attorney. <br />Under discussion, Vice Chairman Bird understood that t"his <br />doesn't resolve the matter with the City of Vero Beach over the <br />sludge situation, and Commissioner Scurlock stated that it did <br />6 4 <br />AY 11990 Boos <br />
