He also felt there should be speed limits <br />but believed that should be dealt with on the overall state <br />level. <br />Mr. Kleckner agreed that it is a good idea to talk about the <br />river in segments, and he will later wish to talk about the area <br />below the Wabasso Bridge. He was, however, disturbed about the <br />arbitrary 100' plus or minus, 600' kind of distances that we are <br />placing in the ordinance. He concurred with Mr. Tripson's <br />concern about the depth of the water. He pointed out, for one <br />example, that the water around Pelican Island is only 1' deep but <br />that area is marked unrestricted. Actually he felt the depth of <br />the water is a much more important consideration than the width. <br />Mr. Kleckner noted that there are some very good grass beds, as <br />well as nesting animals, in the area around Pelican Island. In <br />fact, Spratt Point is a rookery area, and he believed a contour <br />depth line should be extended around that area. He pointed out <br />that in 1986 it was suggested that water skiing should be allowed <br />only in designated areas, and those should be open areas that are <br />not sea grass beds. He stressed that the point is that we should <br />identify areas that are deep enough so the boats don't tear up <br />the bottom and that also are deep enough for water skiing. <br />Commissioner Wheeler believed those are valid points, but <br />questioned how you are going to mark those areas. He personally <br />felt that what is being discussed will be absolutely impossible <br />to enforce. <br />Chairman Eggert believed the area Mr. Kleckner is talking <br />about is only 1' deep, which would certainly limit the use by big <br />boats, and Mr. Kleckner noted that the depth is marked on charts. <br />George Carley, 9868 River View Drive on the Sebastian River, <br />commented that his goal is to get rid of the pollution.
