NORTH COUNTY OFFICE REQUIREMENTS <br />The Board reviewed the following memo dated 5/4/90: <br />DATE: MAY 4, 1990 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. "SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVI <br />N�tO <br />SUBJECT: NORTH COUNTY OFFICE REQUIREMENTS <br />BACKGROUND: <br />Earlier this year staff was instructed to investigate and bring to <br />the Board various options to accommodate Constitutional Officers <br />and other county needs for office space in the North County. <br />A Request For Proposals.was prepared and forwarded to all interested <br />persons and firms that had indicated a desire to submit their <br />property for consideration. Advertisement was bought in the <br />newspaper along with a legal ad. <br />ti <br />In response to the Request For Proposal the following six (6) <br />proposals were submitted for consideration: <br />1. Sebastian Center, LTD. <br />2. K.D. Hedin <br />3. Sebastian Development, Inc. <br />4. Pelican Shoppes, Inc <br />5. Sebastian General Partnership, B.F.T. <br />6. Steven Philipson Properties, Inc. <br />Attachment I is a map which indicates location of each of the <br />proposed sites. Attachment II in a synopsis of the proposals <br />including time frames and prices. Also, in Attachment II is included <br />an estimated cost for the County to purchase land and construct a <br />building as described in the Request For Proposal. <br />ANALYSIS: <br />We originally requested prices to lease and/or purchase the proposed <br />property. Only two of the proposals submitted have buildings in <br />place and offer to lease' space. One of that two (2) will lease or <br />sell the property. The remaining four (4). offer to construct a <br />facility to meet our needs and will lease or sell the property. One <br />of that four (4) offered to sell land, only. It has since been <br />ascertained that according to Florida Statues, the County could not <br />directly purchase a facility which had to be constructed according <br />to our specifications (Design Build). The Contractors Competitive <br />Negotiation Act, which covers "Design Build", states any building <br />project where a architect is required, and the cost is in excess <br />of $120,000, the "Design Build" procedure outlined in the Statues <br />must be adhered to. <br />MAY 1 a wo <br />�O ! a r • lb ..l.d <br />BOOKFq,;c <br />11 <br />
