He gives us back his excess fees, which are <br />usually in the neighborhood of $900,000, so his entire operation <br />costs us only $300,000. <br />Lengthy discussion ensued on whether to purchase and build <br />now or lease and build in five years, and Administrator Chandler <br />advised that when they looked at the expense of building in 5 <br />years, they felt that it would be better to construct now. <br />Commissioner Scurlock was concerned about taxes since the <br />operating costs for Phase III of the new jail and the two <br />libraries will be coming on line and we have had to expand the <br />ALS service. He loved the concept of providing office space in <br />the north county, but on the other hand, he was concerned about <br />how much the wagon can carry in any given year. <br />Commissioner Bird didn't know whether this was the time to <br />load the wagon with additional construction debt. <br />Commissioner Bowman couldn't understand why staff didn't ask <br />for lease/purchase, and Administrator Chandler explained that if <br />it was an existing building, we would have the ability to go out <br />and get bids for the purchase of the building, but only 2 of the <br />proposals we received were for existing buildings. The other 4 <br />bids were proposing to construct a building, and in some cases, <br />indicated that they would be willing to sell it to us. However, <br />we found that with the change in the Contractors Competitive <br />Negotiations Act that was adopted last spring, there is a <br />dramatic change in "Design Build", which is, in effect, what <br />those 4 proposals would be, and we would be required to do a <br />separate, rather involved RFP on "Design Build". We didn't <br />realize that when we sent out the RFPs. <br />Commissioner Bird asked what effect it would have on the <br />immediate needs of the Constitutional Officers now if we sent <br />this back to staff for a long-range space analysis. <br />Finance Director Ed Fry advised that the Clerk doesn't have <br />an office in the north county at the present time, but the Board <br />14 <br />M <br />
