They had about 500 <br />people come in right before the election in November, 1988 to <br />vote absentee in the office. <br />Chairman Eggert felt that what is being proposed in staff's <br />memo is not what we need for a temporary rental area for the <br />constitutionals that are not there now. <br />Commissioner Bird felt that if we are going to create an <br />annex and it is going to be a consolidation of all the Constitu- <br />tionals, we ought to go ahead and rent some interim space rather <br />than rushing into something and making a mistake. He agreed, <br />however, that any interim space should consolidate the <br />constitutionals who are not up there now. <br />Commissioner Bowman would like to see them all consolidated <br />in one space but couldn't think of where it might be, <br />Commissioner Bird didn't know where it would ever stop and <br />hoped that we would not get to the point where we would be <br />considering putting Planning and Utilities up there. <br />Commissioner Scurlock expected that is exactly what will <br />happen once we get all the Constitutionals up there. He felt you <br />can have annexes all over this county, but you are going to pay <br />for it in taxes. <br />Commissioner Bird felt the problem is that some are already <br />up there, and Commissioner Wheeler agreed it is a dilemma. There <br />is a need but how are we going to fund it. <br />Commissioner Scurlock pointed out that we haven't even made <br />the decision on expansion and annexing right here in Vero Beach. <br />Director Dean advised that if we rent space we will have to <br />go back to the budget and plug in $2.50 per square foot for <br />operating expenses. <br />16 <br />
