Merlino <br />loannis Konstantaras <br />BOOK 80 FAGE 12'6 <br />SCHEDULING OF WORKSHOP ON IRC'S NEW COMPREHENSIVE LAND USE FLAN <br />Commissioner Bird reported that he has heard from <br />developers, architects and engineers who have had.trouble <br />interpreting utility requirements under the new plan, which went <br />into effect in February. There seems to be some confusion about <br />complying with the new Comp Plan, and he felt it would be helpful <br />if Utilities and the Planning Dept. would hold a workshop to give <br />people another opportunity to ask their questions. <br />Community Development Director Robert Keating noted that one <br />rule in particular has caused problems and that is the <br />requirement that no subdivision with 25 or more homes can be <br />built without county water or sewer. Subdivisions of fewer than <br />25 homes can be built with wells and septic tanks only if they <br />are not within one-quarter mile of available services. A further <br />problem is that we have identified that 33% of the county has <br />soils that are not acceptable to septic tanks. The only way a <br />developer can build a large subdivision without county utilities <br />is to have a package plant of his own, which is something the <br />county wants to avoid. <br />Chairman Eggert emphasized that the State's growth <br />management act wants to control development, and they are saying <br />that we are going to include development controls in our Comp <br />Plan or they are going to write them for us. <br />Commissioner Bird was also concerned about the requirement <br />that any new commercial building of 5,000 square feet or more has <br />to have county water and sewer, because there are very few pieces <br />of commercial land available for water and sewer. <br />Utilities Director Terry Pinto advised that Utilities is <br />holding a public workshop on Wednesday, May 30, 1990, in the <br />42 <br />-I <br />
