PAY PROGRESSION PLAN <br />Administrator Chandler reviewed the following: <br />TO: Board of County Commissioners DATE: May 14, 1990 FILE: <br />SUBJECT: Pay Progression Plan <br />FRC James Chan ler <br />County Administrator REFERENCES: <br />In accordance with discussions during the budget sessions, I have analyzed <br />and propose establishment of a pay progression plan for those employees <br />under the Board's jurisdiction. The proposed plan is being submitted for <br />your consideration and adoption. <br />OBJECTIVES <br />1. Provide for employee progression through the pay range on an annual <br />increase schedule, based on satisfactory performance. <br />2. Apply pay progression plan independent of any annual "general <br />increase", traditionally effective in October of each year. <br />3. Reduce compression of employees within the pay grades. <br />4. Establish a cost effective program for recruiting and retaining productive <br />employees with Indian River County. <br />METHOD <br />1. Study past 10 year's history of pay plans for -County employees. <br />2. Survey other employers similar to Indian River County or nearby and <br />review their pay progression plans. <br />3. Examine various elements of progression plans to determine which would <br />be most appropriate in this organization. <br />4. Consider financial implications of various plans. <br />5. Formulate specific plan for Board of County Commissioners to evaluate <br />and adopt. <br />DISCUSSION <br />Until 1982.Indian River County employees were eligible for a performance <br />salary increase once each year. Increases tied to performance replaced or <br />were attached to the annual general increase from 1983 until 1986. Those <br />increases were eliminated in 1987 and were to -have been addressed in the pay <br />plan study in 1988. However, this element was not accomplished.
