EXPANSION OF NORTH BEACH R.O. PLANT <br />The Board reviewed memo from Capital Projects Engineer <br />William McCain: <br />DATE: MAY 11, 1990 <br />TO: JAMES E. McCAI <br />AND STAFFED CAPITAL PROJECTS <br />BY: DEPARTMENT OF UT Y SERVICES <br />SUBJECT: EXPANSION OF THE NORTH BEACH REVERSE OSMOSIS PLANT <br />INDIAN RIVER COUNTY PROJECT NO. UW -90 -10 -WC <br />BACKGROUND <br />On January 23, 1990, the Indian River County Board of County <br />Comissioners approved a work authorization with Camp Dresser & <br />McKee, Inc., for the design of two wells for the North Beach Water <br />Treatment Plant. The purpose of these wells is in support of the <br />upcoming 1 MGD expansion of the plant (as its raw water source). We <br />are now ready to begin 1 MGD expansion of the plant's treatment <br />capacity. <br />ANALYSIS <br />The North Beach Water Plant is now hitting peak days of production <br />of approximately 450,000 gallons per day. The plant's current <br />maximum capacity is 530,000 gallons per day. Due to ongoing <br />development in the North Beach area, capacity increase of 1 MGD is <br />necessary. The membranes that are currently installed in the plant <br />are Dowex hollow fiber and are no longer manufactured. This alone <br />makes the plant expansion an immediate necessity. If the current <br />membranes became fouled, our ability to supply water to the North <br />Beach service area would be severely impaired. As the firm of Camp <br />Dresser & McKee, Inc., is short-listed for our water treatment plant <br />design needs, we have negotiated a work authorization with them for <br />the expansion of the North Beach Plant. (See attached work <br />authorization.) Also attached is a copy of the latest monthly <br />status report for all of our water plants; the report outlines major <br />deficiencies at the North Beach plant, which will be addressed <br />during this expansion. The estimated expansion cost will be <br />approximately $1,500,000.00. The engineering cost is $152,072.00, <br />which covers permitting, design, and bidding services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached work <br />authorization with Camp Dresser & McKee, Inc. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Wheeler, to approve the work authorization <br />with Camp Dresser & McKee as recommended by staff. <br />MAY 2 21990 43 <br />gooK i,,�F ` 1, <br />
