O'Brien - Assistant County Attorney <br />g?2 <br />DATE: May 17, 1990 <br />SUBJECT: XIV ANNUAL CONSTRUCTION CONTRACT LITIGATION <br />SEMINAR <br />The subject one -day seminar is being held in Tampa on May <br />24, 1990. Inasmuch as I have been assigned the Indian River <br />County vs. Schopke litigation (Phase II new Jail detention <br />electronic alure), I feel that it would be helpful if I <br />were to attend the subject seminar. <br />The brochure is attached for your information. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously approved out - <br />of -County travel for Asst. County Attorney O'Brien <br />the above described seminar in Tampa on May 24, 1990. <br />BOND RESOLUTIONS - ROCKRIDGE WASTEWATER SYSTEM <br />County Attorney Vitunac informed the Board that there are <br />two bond Resolutions. The first is an amending Resolution which <br />can be adopted pretty much as is. It restructures the bond from <br />the comments we received when we went out for competitive bid. <br />The second Resolution, now that we went negotiated bid, awards <br />the bid, sets interest rates, and will pick a paying agent. Our <br />Financial Advisor Art Diamond and OMB Director Baird now can fill <br />in the blanks, which it is impossible to fill in any earlier. <br />OMB Director Baird reported that the true interest cost of <br />the bonds based on the lowest bidder, William R. Hough & Co., was <br />7.920049, and the net interest cost was 7.88607. Director Baird <br />advised that was after negotiating with them and then they bid, <br />and that is a good percent and a half lower. <br />Commissioner Scurlock stressed that by doing a negotiated <br />bid, we reduced our interest cost significantly. <br />49 800x. <br />MAY 22 1990 <br />
