DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: May 22, 1990 <br />RE: Review of Draft: Indian River Lagoon <br />Spoil Island Management Plan <br />It is requested that the data herein be given formal consideration <br />by the Board of County Commissioners at their regular meeting of <br />June 5, 1990. <br />DESCRIPTION & CONDITIONS: <br />The Florida Department of Natural Resources (FDNB) recently <br />completed a 500 page draft entitled "Indian River Lagoon Spoil <br />Island Management Plan." FDNR also produced an abridged edition of <br />the draft for public workshop circulation. An excerpt from the <br />abridged version pertaining to Indian River County is attached,.for <br />your information. <br />Ms. Gwen Burzycki, an environmental specialist with FDNR, has <br />written and requested that Indian River County review the draft <br />plan and submit a letter to the Governor and Cabinet supporting the <br />plan. Her request is that the letter be sent in time for a June <br />20th Cabinet aides meeting. Staff have reviewed the plan and offer <br />the following comments. <br />ALTERNATIVES & ANALYSIS: <br />The draft plan identifies fifty five (55) spoil islands in Indian <br />River County. All of the islands are owned by the State of Florida <br />except for six owned by Lost Tree Village Corporation, two owned <br />by private individuals, three owned by the U.S. government, and one <br />owned by the Florida Inland Navigation District (FIND). The plan <br />also contains an inventory of the flora and fauna associated with <br />each of the islands. Under "management recommendations", the plan <br />identifies the following categories of use/management: <br />Management Classification No. of Islands Proposed <br />for the Classification <br />Active Recreation 5 <br />Passive Recreation 15 <br />Conservation 31 <br />Conservation/Education 2 <br />Education/Passive Recreation 1 <br />Active Recreation/Education 1 <br />The management classifications range from "conservation", whereby <br />such islands would be off limits to recreational uses, to "active <br />recreation," which would accommodate such uses as boating access, <br />picnicking, trail walking, and short-term camping. <br />BOOK Lj1d I tic. ►.d 'L� <br />r <br />
