Commissioner Scurlock asked OMB Director Joe Baird to give a <br />status report on the contingency funds. <br />Director Baird advised that if we were to encumber the money <br />right now to purchase the vehicles, it would reduce our <br />contingency balance down to $190,000, which is an extremely low <br />balance when you think that we operate with a $35 -million budget. <br />Commissioner Scurlock asked how that would affect the cash <br />carry forward, and Director Baird advised that we are going to <br />have to encumber it if the Board approves the purchase of these <br />vehicles, and staff is recommending that the Sheriff purchase the <br />vehicles provided there is a caveat included that states that the <br />order can be cancelled if funding isn't approved in the 1990-91 <br />budget hearings. <br />Chairman Eggert felt that even promising it with a caveat <br />isn't really fair to the Sheriff or to us. <br />Attorney Vitunac advised that we have three alternatives in <br />this matter: <br />1) Purchase the vehicles with present contingency monies; <br />2) Purchase them with a caveat for next year; <br />3) Put the purchase off until the budget is secure and place the <br />order after October 1st. <br />Commissioner Scurlock felt the caveat would be like a letter <br />of intent that we would be purchasing 22 vehicles. <br />Sheriff Dobeck explained that they are not asking the Board <br />to appropriate any money. No funds have to come into the <br />Sheriff's Department or go to Jacksonville. The only thing <br />Jacksonville wants <br />is where <br />the <br />State has allowed <br />Duvall Ford <br />to <br />pick up where Jerry <br />Hamm has <br />the <br />shortfall. This <br />will allow <br />them <br />to confirm that they are planning on buying 22 replacement cars <br />next year. It is not an expenditure that has to be transferred <br />out of any contingency or any other place in the budget. It is <br />just an agreement. <br />Chairman Eggert viewed it as a commitment, but Sheriff <br />Dobeck felt it really is no more of a commitment than it would be <br />JUS' 5 Wo 27 <br />J <br />
