JUN 5 1990 <br />BOOK 0 PAGE, <br />Norris have used the plane, and felt it is a shame the Commission <br />does not use the aircraft more often. <br />Chairman Eggert emphasized that these funds are coming out <br />of the Sheriff's contingency funds, and OMB Director Joe Baird <br />advised that the Sheriff will have $4,300 left in the law <br />enforcement account plus an additional $20,000, of which $15,000 <br />is in corrections and $5,000 is in court services. <br />Commissioner Wheeler was looking at the economics of the <br />aircraft, and if you compile the number of trips and the number <br />of hours in the air, the cost of operating and maintaining a twin <br />engine aircraft is substantial and he believed you could fly a <br />lot of commercial hours for that amount. It is even likely that <br />you could charter a plane for less. Commissioner Wheeler didn't <br />feel the Sheriff needed to have a police officer to fl -y the <br />airplane, and instead of paying a higher salary to someone to fly <br />the Sheriff's aircraft, you could hire professional pilots for <br />less money. In looking at operation costs of an engine and the <br />time before overhaul, the life of an engine varies, and you can <br />decrease the operating costs by running an engine longer. Flight <br />Safety figures they get anywhere from 300-500 hours on an engine <br />and they get a special exemption from the FAA because of doing <br />oil analyses as it sets a trend for how the engine is wearing. <br />Sheriff Dobeck felt that he probably puts a higher price on <br />his life and on the Fives of the people in this community who <br />work for him than perhaps those people do. In answer to the <br />suggestion for flying commercial, he pointed out that if he flew <br />commercial when he has to attend a meeting in Tallahassee that <br />begins at 9:00 a.m., he would have to go up the day before, but <br />by using this aircraft, he can fly up and back in one day. <br />Commissioner Scurlock felt you could pay for a lot of trips <br />for the kind of money it takes to operate two airplanes, but <br />Sheriff Dobeck didn't agree, because other people use that plane <br />also.
