special circumstances in that there is a disproportionate burden <br />being borne by these residents. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard on the paving of 35th Avenue. <br />Steve DuPlessis, 545 35th Avenue, asked what width of the <br />road is being paved, and Mrs. Gentile explained that we have 35 <br />feet of right-of-way on 35th Avenue and the engineer has designed <br />18 feet of pavement with 1" asphalt and 6" of soil/cement base <br />with swale retention on the west side. <br />Mr. DuPlessis questioned the cost of $28.32 per front foot <br />and asked why their cost is so high compared to some of the other <br />projects discussed today, and Mrs. Gentile explained that the <br />brunt of the assessment is being borne by the property owners on <br />the west side of the road because the assessment doesn't include <br />the front footage on the east side which is owned by the water <br />control district. <br />Mr. DuPlessis pointed out that the water control district <br />has access at the end of 35th Avenue at 6th Street where they <br />bring in their machinery for doing work in the canal. They also <br />have an access out onto 4th Street at the other end, so they <br />would benefit by the paving. The property owners on 35th Avenue <br />don't feel they should have to pay for the entire paving project <br />since it will benefit everybody, not just them. In addition, <br />there would be a benefit to the County just in maintenance alone <br />since they no longer would have to bring a grader down there. <br />Director Davis explained that the County pays 250 of the <br />paving project and that the maintenance benefit accrues in that <br />25%. <br />Commissioner Scurlock felt that Mr. DuPlessis is asking why <br />there isn't an ability to assess those people on the other side <br />of the canal, and Director Davis explained that once that <br />property was platted they probably would have access onto 4th <br />Street and not this subdivision. <br />JUN 1-5 19�/ 49UGK tj ,F,1GE �' <br />�i <br />
