M M M <br />Director Davis wasn't sure that we could assess the water <br />control district, and Attorney Vitunac advised that we can, but <br />we would have to find a benefit. <br />Commissioner Bird felt that when the property on the other <br />side of the canal is subdivided, it will access onto 4th Street, <br />and he didn't see any benefit for the subdivision to make a <br />connection to 35th Avenue and go into another neighborhood. <br />Chairman Eggert felt that is something that we are going to <br />have to watch, or say that there is at least some partial benefit <br />to it. <br />Director Davis explained that we have made an extra effort <br />to design this roadway in the least costly way by such things as <br />reducing the pavement width to 18 feet. We have tried to reduce <br />the burden as much as possible and are recommending a 5 -year <br />payment plan. <br />Dee Puffer, 475 35th Avenue, wished to point out that when <br />they purchased their house 8 months ago, no mention was made of <br />this petition paving process. She felt this assessment is going <br />to put a lot of burden on people i'n that neighborhood and felt <br />that if the County would go another 5% and if the water control <br />district would pay a part of the project, it would help to ease <br />that burden. <br />Commissioner Bird agreed that the residents do have a <br />burden, but he felt they will benefit by the paving through the <br />increased value of their homes. <br />There being no others who wished to be heard in this matter, <br />the Chairman closed the Public Hearing. <br />51 RUCK '.3 F.1vE� <br />IJUI I 5 1990 <br />
