JUN 5 J990 <br />CHANGE ORDER #3 - PHASE III - COUNTY JAIL <br />BOOK -80 <br />The Board reviewed the following memo dated 6/4/90: <br />TO: Board of Clun y Commissioners <br />FROM: Doug Wright, Director <br />Emergency Management -Services <br />DATE: June 4, 1990 <br />SUBJECT: Authorization for Issuance of Change Order #3 - Phase <br />III Indian River County Jail <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board.of County Commissioners <br />on an emergency basis at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Construction Manager has submitted information concerning <br />Proposal Request #5 which requires consideration by the Board of <br />County Commissioners on an emergency basis to preclude additional <br />money and time to the existing construction contract.- Although <br />Proposal Request #2 is included in this agenda item, it is not of <br />an emergency nature, but should be included in Change Order #3. <br />Information pertaining to the PR's is as follows: <br />Proposal Request #2 - This PR was requested by the Sheriff's Office <br />and changes a shower to a tub in the female detention area. <br />Although this change is not required, it is suggested by the <br />Department of Corrections for reasons related to inmate hygiene. <br />The Construction Manager and Architect have reviewed and approved <br />this PR. No time would be added to the construction contract and <br />a credit of $7,929.60 to the County will result if the PR and <br />Change Order is approved by the Board of County Commissioners. <br />The Construction Manager will pursue any additional funds that will <br />increase the amount of the credit to the County. <br />Proposal Request #5 - 'This PR relates to an area separation wall <br />and resulted due to a building code interpretation by the Building <br />Department. The Architect stated that Chapter 33-8, Florida <br />Administrative Code for County Detention Facilities was followed <br />in terms of construction rather than the Southern Building Code. <br />The Southern Building Code requires a four hour separation wall <br />and the Architect designed a two hour separation wall. <br />This issue has been reviewed in depth. It has been discussed <br />formally in two construction progress meetings and another special <br />meeting in which the County Administrator summoned the Architect, <br />Construction Manager, Building Department officials, and the <br />Project Manager to ascertain facts and information as to the origin <br />of the problem and reasons for the time delay in resolving it. <br />The initial estimate submitted by the Contractor was in the range <br />of $70,000. The figure was based on a misunderstanding or <br />inaccurate interpretation of information in transmitting the scope <br />of work included in this PR. The next figure provided was <br />approximately $32,000 for the area separation wall. The final <br />figure being submitted by the Construction Manager as a result of <br />66 <br />� � r <br />
