Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request from Residents of- Wabasso for County to <br />Construct an Unpaved Roadway along 62nd Avenue <br />South of CR510 <br />DATE: May 15 ,1990 <br />DESCRIPTION AND CONDITIONS <br />The Public Works Department has received a petition signed <br />by 21 residents of Wabasso requesting that the county <br />construct and maintain an unpaved, stabilized roadway along <br />the existing platted 50' right-of-way known as 62nd Avenue <br />within the Colored School Subdivision south of CR510. The <br />roadway construction, would be approximately 1,275 LF at an <br />estimated cost of $15,000..4.-ngineering, surveying, and <br />miscellaneous cost would cost approximately $5,000. <br />It appears that houses have been constructed on nine lots <br />which are currently using a unpaved trail over private <br />property between the rear of the lots in Block 2 of the <br />Subdivision. The trail is, at some times of the year, <br />hazardous and emergency vehicles would have difficulty <br />accessing the area. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are <br />Alternative No. 1 <br />Construct an unpaved roadway along 62nd Avenue at a <br />total estimated cost of $20,000. To fLind the cost, an <br />assessment could apply to approximately 12 lots along <br />the west of the road and undeveloped acreage to the <br />east. The cost per lot would be approximately $833. A <br />paved roadway would cost an additional $15,000 or <br />$1,458.33 per lot. After construction, the road and <br />Bridge Division would assume maintenance. <br />Alternative No. 2 <br />Construct an unpaved roadway along 62nd Avenue without <br />assessing the property owners. This would result in <br />benefits to individual property owners and would not be <br />consistent with past road improvement programs. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be approved and <br />that staff be authorized to meet with the Property Owners to <br />determine if they are willing to fund a paved road special <br />assessment project. <br />70 <br />
